    Dear Mr. Khumalo

    This communique is intended to congratulate you for being considered as a speaker. As the responsible speaker, I hope you will ensure efficient and effective oversight role of the council. I also wish that the current SDBIP will be closely monitored.

    I’m lamenting on this since 2010/11 has revealed that effective oversight appear not to have been a priority of the council. An instance was identified where a public meeting to discuss the annual report was not planned/schedule and not know by the council committe members.

    I know for a fact that you are a capable leader. You were schooled through the politics of COSAS, ANCYL and the ANC. You were the West Rand Region Chairrperson of the ANCYL, the Provincial Deputy Secretary of the ANCYL and other governance prominent leadership you occupied. Mzi, you are responsible for the direction of that council, do not fail the community of Randfontein.

    I hereby would like to be furnished with the copy of an oversight report for the year ended 30 June 2009/2010, please.

    I could not find it on the internet as prescribe by the legislation. Find the legislation requirement undernearth, please.

    Chapter 12 : Financial Reporting and Auditing
    129. Oversight reports on annual reports

    1) The council of a municipality must consider the annual report of the municipality and of any municipal entity under the municipality’s sole or shared control, and by no later than two months from the date on which the annual report was tabled in the council in terms of section 127, adopt an oversight report containing the council’s comments on the annual report, which must include a statement whether the council-
    a) has approved the annual report with or without reservations;
    b) has rejected the annual report; or
    c) has referred the annual report back for revision of those components that can be revised.

    3) The accounting officer must in accordance with section 21A of the Municipal Systems Act make public an oversight report referred to in subsection (1) within seven days of its adoption”
